For months, Donald Trump has discussed replacing his chief of staff, John Kelly, who has attempted, with increasing futility, to rein in the president’s impulses since ascending to the job last year. For the past few weeks, Trump has often governed as if Kelly weren’t there, as evidenced by yesterday’s Fox & Friends interview, during which the president essentially undermined his own legal defense. The cringe-inducing telephone interview was precisely the kind of unscripted media appearance the chief of staff had made a point of preventing.
Now, talk of Kelly being jettisoned is ramping up again. According to sources familiar with the situation, White House officials and Trump confidantes are currently discussing the possibility of moving Kelly to head the Department of Veterans Affairs.
These people say that the collapse of Rear Adm. Ronny Jackson’s nomination has created an opening for Trump to slide Kelly into the role. It would give Kelly a soft landing, while also having the benefit of putting a qualified official in charge of the sprawling department. “They’re looking for a place for Kelly to land that won’t be embarrassing for him,” one Republican briefed on the conversations said.
With Larry Kudlow, John Bolton, and Steven Mnuchin, the president is already de facto operating in that manner. But formalizing such a management structure is still very much a long shot, the sources say.

North Korean leader Kim Jong-un and South Korean President Moon Jae-in on Friday signed the "Panmunjom Declaration" after their meeting in Panmunjom on the southern side. The declaration aims to officially declare an end to the Korean War (1950-53) within the year and focus on peace.
The declaration said both sides confirm their mutual aim to denuclearize the peninsula, which marks the first time that North Korea has delivered an unequivocal message of denuclearization since Kim became the country's leader.

Sources in Syria reported explosions in military bases near the districts of Hama and Aleppo on Sunday night. Some Syrian media outlets associated with the Assad regime claim Israel is responsible for the attack.
The targeted bases were manned by the Syrian army as well as Iran's Revolutionary Guard, and housed several missile warehouses, according to the Lebanese newspaper Al Akhbar. The report adds that several dozen were wounded and evacuated to nearby hospitals. According to the report, Bunker Buster missiles were used, which makes it likely the launch was airborne.
Earlier Sunday, Defense Minister Avigdor Lieberman said Israel will maintain freedom of operation in Syria. “We have no intention to attack Russia or to interfere in domestic Syrian issues,” Lieberman said at the annual Jerusalem Post conference. “But if somebody thinks that it is possible to launch missiles or to attack Israel or even our aircraft, no doubt we will respond and we will respond very forcefully.” (後略)

Vice President Mike Pence plans to call Monday on Venezuela to suspend its presidential election later this month because of corruption concerns, two people familiar with the matter said. The U.S. joins the European Union in calling on Venezuela to postpone the May 20 election until there are better assurances that it will be a free and fair democratic contest. President Nicolas Maduro is seeking a second six-year term, and opposition lawmakers have said security forces have physically threatened them and their supporters.
“He speaks for himself and not on behalf of the administration on foreign policy,” State Department spokeswoman Heather Nauert said Monday.

But Mullen, who served as the top military officer under former Presidents George W. Bush and Barack Obama, said he worries that Trump’s public tone on North Korea in recent months ? including "casually threatening a nuclear holocaust over Twitter” ? spells trouble if the summit does not succeed.
"If the talks do fall apart, the failure is likely to stir the president’s most bellicose and aggressive instincts," Mullen predicted. “Rhetorically, President Trump has already walked all the way out to the edge of the cliff. There’s not much further he can go. ... I don’t know if I can fully convey to you how shocking it is to hear the commander in chief talk about nuclear weapons with such nonchalance.”
He also expressed deep doubts that the North Koreans can be trusted to live up to any deal. “Most of us who have spent a lifetime working on national security remain a bit skeptical," Mullen said. "We need to plan for the likelihood that even if the talks seem to be productive, the North Koreans have no intention of honoring their word.”

We urge the US to ensure that the structures of the JCPoA can remain intact, and to avoid taking action which obstructs its full implementation by all other parties to the deal. After engaging with the US Administration in a thorough manner over the past months, we call on the US to do everything possible to preserve the gains for nuclear non-proliferation brought about by the JCPoA, by allowing for a continued enforcement of its main elements.
We encourage Iran to show restraint in response to the decision by the US; Iran must continue to meet its own obligations under the deal, cooperating fully and in a timely manner with IAEA inspection requirements. The IAEA must be able to continue to carry out its long-term verification and monitoring programme without restriction or hindrance. In turn, Iran should continue to receive the sanctions relief it is entitled to whilst it remains in compliance with the terms of the deal.
There must be no doubt: Iran’s nuclear program must always remain peaceful and civilian. While taking the JCPOA as a base, we also agree that other major issues of concern need to be addressed. A long-term framework for Iran’s nuclear programme after some of the provisions of the JCPOA expire, after 2025, will have to be defined. Because our commitment to the security of our allies and partners in the region is unwavering, we must also address in a meaningful way shared concerns about Iran’s ballistic missile programme and its destabilising regional activities, especially in Syria, Iraq and Yemen. We have already started constructive and mutually beneficial discussions on these issues, and the E3 is committed to continuing them with key partners and concerned states across the region.
We and our Foreign Ministers will reach out to all parties to the JCPoA to seek a positive way forward.

AT&T paid Trump fixer Michael Cohen $600,000 for advice on its multibillion-dollar proposed merger with Time Warner, the Washington Post reported Thursday citing internal documents. Trump opposed the merger on the campaign trail, and the Department of Justice is currently in the middle of a lawsuit to stop it, the Post noted.
AT&T acknowledged paying Cohen this week after Michael Avenatti, the lawyer for adult film star Stormy Daniels, alleged that the company had made the payments to the same shell company Cohen used to pay hush money to Daniels. Combined with payments from other entities, Cohen made millions of dollars in the months following the presidential election from companies seeking his political and policy advice ? seemingly an attempt to buy access or influence with the new President’s inner circle.
The Post specified that the documents made clear, though, that Cohen was not to spend any time contacting federal officials. Cohen, according to the documents the Post reviewed, was hired to “focus on specific long-term planning initiatives as well as the immediate issue of corporate tax reform and the acquisition of Time Warner” as well as to “creatively address political and communications issues.”
The Post said AT&T did not contest the authenticity of the documents, which were reportedly signed by two public affairs executives at the company.

Updated at 5:48 p.m. ET The FBI warned four years ago that a foundation controlled by the Russian oligarch who allegedly reimbursed Donald Trump's personal lawyer might have been acting on behalf of Russia's intelligence services. FBI Assistant Special Agent in Charge Lucia Ziobro wrote an unusual column in the Boston Business Journal in April of 2014 to warn that a foundation controlled by Russian energy baron Viktor Vekselberg might be part of a Moscow spying campaign that sought to siphon up American science and technology.
"The foundation may be a means for the Russian government to access our nation's sensitive or classified research, development facilities and dual-use technologies with military and commercial applications," Ziobro wrote. "This analysis is supported by reports coming out of Russia itself."
Fast forward to this week: Vekselberg's name has been in U.S. headlines because of allegations about his involvement with payments to Trump's longtime lawyer, Michael Cohen.
The 2014 FBI warning is now newly relevant given allegations revolving around Vekselberg and his reported ties to Trump lawyer Cohen. "Vekselberg is a Kremlin money-man and has long been engaged with U.S. elites, whether from Harvard, private companies or trying to get access to the White House or State Department," Carpenter told NPR. "So when I found out about Mueller's questioning of him, and his role of potentially channeling funds to Michael Cohen, I took note."

US lawmakers released all 3,000 ads created by accounts linked to the Russian government in the years and months preceding the 2016 presidential election, as well as the following year.
Some of the ads were released previously, but, as of May 10, everyone can see the full cache, organized by quarter from 2015 to 2017 on the website of the Democrats on the House Intelligence Committee. The ads include obvious partisan content supporting one candidate or the other, efforts to promote political rallies, as well as so-called “issue ads” on topics such as Black Lives Matter or the secession of Texas from the US. Some of them were seemingly innocuous memes portraying funny animals.

●Trump hasn't suddenly switched sides with a new plan to protect jobs in China. He's playing for bigger stakes. ●If ZTE goes under, tens of thousands of Chinese people will be out of work. But ZTE is not the only card in play.
China can always find a market for its products in Europe and the rest of the world, but it can't make those products in the first place without cooperation from the United States. And although the U.S. relies equally on China, it doesn't have to. The assembly work that is now done in China could be shifted to Mexico or Vietnam in the unlikely scenario of a Chinese embargo. China's reliance on the U.S. is much "stickier" than American reliance on China.
■Just one card In this high-stakes game of trade poker, Donald Trump doesn't particularly want to break ZTE--but Xi Jinping very much wants to preserve it. And not just ZTE. The tit-for-tat trade war talk between the U.S. and China has hardly had any impact on U.S. companies, because they can live without China. China's top tech firms can't live without the United States. That makes ZTE just one card in a much larger game that includes companies like Huawei, Xiaomi, Alibaba (recently barred from buying MoneyGram), game programmer NetEase, and many others. They all need access to both U.S. markets and U.S. technology to succeed.
For decades China has been forcing American companies to joint venture with local partners as the price of doing business in China. The deal on the table has been technology transfer in exchange for access China's 1.4 billion consumers. Trump is trying to change the terms of that deal. It looks like he just might succeed. If he does, it won't be at the cost of a trade war with China. Trump doesn't want a trade war, and Xi can't afford one. A last minute deal--or a series of last minute deals--is much more likely.
As Trump himself tweeted on Sunday, "be cool, it will all work out!"
