I came across this article when searching previous one. I don't know whether the person's perception is pervasive among foreigners living in Japan or not but that phenomena may arise from a consideration. Some Japanese may feel getting too close to foreigners invade their personal space. I experienced a similar situation in Kyoto, where I encountered some foreign tourists. I made way for them so that they could easily get off the train. But it looked like they took it offensive by misinterpreting my action as keeping away from them.
